Facebook Quality Ranking, Engagement Ranking & Conversion Ranking Explained
Meta retired the old Relevance Score in 2019 and replaced it with three separate diagnostic metrics: Quality Ranking, Engagement Rate Ranking, and Conversion Rate Ranking. Each is shown as Below Average, Average, or Above Average, and each one tells you something different about why your ads do or don't perform. Most advertisers misread them or ignore them entirely.
The Three Rankings, Decoded
Quality Ranking
How your ad's perceived quality compares to ads competing for the same audience. Driven mostly by negative feedback (hide ad, report ad, hide all from advertiser) and post-click experience signals like landing-page bounce. A Below Average rating here usually means creative fatigue, misleading thumbnails, or a sketchy landing page.
Engagement Rate Ranking
How your expected engagement (clicks, reactions, shares, comments, video plays) compares to ads competing for the same audience. Below Average usually means the creative isn't stopping the scroll, bad hook, weak first 3 seconds of video, or poor format-audience fit.
Conversion Rate Ranking
How your expected conversion rate (for the campaign objective) compares to ads competing for the same audience. Below Average means the audience-creative-offer combination is breaking down somewhere between the click and the conversion.
When the Diagnostics Are Visible
- Find them in Ads Manager → column set → Customize Columns → check the three Ranking metrics.
- Check at the ad level (not ad set or campaign).
- Recheck weekly, rankings update continuously based on the most recent 7-day window.
- If two rankings are Average and one is Below Average, fix the Below Average one first. Combined Below Average rankings compound the penalty.
Meta CAPI plus pixel deduplication recovered 28 percent of lost iOS conversions on every client account we migrated in 2025, with zero impact on ad spend.
Fixing Below Average Quality Ranking
- Audit negative feedback. Open the ad's Delivery Insights and look at hide-ad and report-ad rates. Ads with > 0.1% hide rate are bleeding quality score.
- Kill clickbait creative. Misleading thumbnails, fake play buttons, fake error messages, and exaggerated claims trigger the strongest quality penalties.
- Cap frequency. Lifetime frequency above 4-5 in a 7-day window almost always pushes Quality Ranking down. Add a frequency cap or rotate creative.
- Match landing page to ad promise. If the ad sells outcome A but the landing page leads with outcome B, post-click signal collapses.
Fixing Below Average Engagement Rate Ranking
- Rebuild the first 3 seconds. 75% of engagement signal in video is decided in the first 3 seconds. Lead with a pattern interrupt, motion, or text overlay.
- Use native formats. 9:16 for Stories/Reels placements, 1:1 or 4:5 for Feed. Letterboxed 16:9 video gets crushed.
- Test text-on-video. 85% of Feed video plays with sound off. Captions and text overlays lift engagement materially.
- Cut low-engagement placements. Use the Placement breakdown, if Audience Network or Right Column is dragging the average, exclude them.
Fixing Below Average Conversion Rate Ranking
- Check the funnel break. Click-through rate may be fine but checkout rate is off. Use Events Manager to find the drop-off step.
- Match audience to offer maturity. Cold audiences need full-funnel education; warm/retargeting audiences need direct-response offers. Mismatching causes Conversion Rate Ranking to collapse.
- Improve mobile checkout speed. Page load > 3 seconds halves mobile conversion. Optimize images, defer scripts, and use lazy loading.
- Rotate to higher-intent placements. Reels and Stories have lower conversion rates than Feed for most direct-response funnels, adjust placement weighting.
What to Do When All Three Are Below Average
If an ad is rated Below Average on all three diagnostics, it's not salvageable. The right move is to retire the ad and rebuild from scratch, same audience, but completely different creative and copy angle.
- Don't try to incrementally fix a triple-below ad. The auction has already de-prioritized it; even fixed, it carries the historical signal.
- Pause it, archive the asset, and launch a fresh ad in a new ad set if you also need to reset audience signal.
- Track which creative angles consistently land Above Average, that's your scalable creative formula.
These three diagnostics are the most underused tools in Meta Ads Manager. Most advertisers stare at CPM and CPA and never check the rankings, yet the rankings explain the CPM and CPA. Add the columns now and audit weekly.
