Google Ads Suspension Playbook: Appeal, Recover, or Replace
A Google Ads suspension stops serving on that CID. Open Policy Manager, repair the named issue on the same legal entity, and file one complete appeal. Do not open a second personal account. If the entity is burned, use Unled recovery or buy, rent, or managed certified inventory.
A suspension is a customer-ID decision, not a headline edit. This playbook is the sequence policy ops actually run: freeze the graph, repair the cited issue, file one complete appeal, then choose reinstatement or Unled-hosted continuity.
Decide the object before you write an appeal
Confirm whether Policy Manager named the ads customer ID, the payments profile, or both. Those are different objects. A clean landing page will not unlock a burned billing graph, and a new card will not clear Circumventing Systems. Screenshot the issue card, the date, every linked CID, and the payments-profile status in the same hour.

The only sequence that does not make it worse
Stop launching net-new campaigns. Stop inviting managers who sat on other flagged CIDs. Repair the cited issue on the same domain and legal entity: malware cleanup, honest destination, payment method in the business name. Then submit one complete appeal and wait. Daily resubmits and a fresh Gmail are how a payments case becomes Circumventing Systems.
- Evidence: incorporation, beneficial-owner ID, 90 days of successful charges, before/after crawls.
- If three human-looking rejections land, change the evidence or the product — not the login.
- Never recommend a second personal Ads account. That is the Circumventing Systems policy.
When reinstatement is the wrong product
Recovery is right when the policy was misunderstood, the CMS was compromised, or billing looks odd but the company is real. It is wrong when the offer cannot exist on Google (unlicensed casino in a banned geo, token sale dressed as education, a page that still swaps content after click). In those cases Unled will not write a theatrical appeal.
The honest continuity path is structural: certify the real product, drop the geo, or move spend to inventory that already holds permission — buy, rent, or managed Google Ads hosted under an MCC we own. Keep the appeal on the original ID. Do not merge tags onto the replacement CID.
Continuity while the old CID is in review
If you need spend this week, rent for continuity and keep recovery on the original account. Warm budgets. One legal entity per payments profile. Finish advertiser verification before you scale. Put Policy Manager on the same weekly review as CPA.

Payments and destination cases can clear in a few business days. Circumventing Systems and UBP often take one to three weeks. Stacked thin appeals slow the queue. If nothing moves after a complete bundle, use recovery rather than a new login.
Only if that account is separately owned and was not created to dodge the ban. A new CID from the same desk, card, or managers is Circumventing Systems. A rented or bought account Unled hosts is a different legal and MCC structure.
