Financial Certification Playbook: Product Permission vs KYC
Google Ads financial certification is product permission, separate from advertiser identity checks. Disallowed products stay ineligible. Use Unled financial-certified or managed inventory for allowed products. Do not open a second personal CID.
Financial certification is product permission, not just KYC. Advertiser verification can pass while the credit or investing product still stays blocked. Relabeling a banned product as education is misrepresentation.

Identity verification and financial-product certification are different tickets. Read the financial hub and disallowed products before you resubmit.
Certified inventory for allowed products only
If the product is allowed and the license matches, financial-certified plus manage is faster than a retail CID that cannot finish the program. If the product is banned, we will not cloak it.
